Finely slice the potatoes (a potato peeler can be used). Arrange the potato slices into a shape that follows the fish\u2019s outline. Season with salt and pepper. Place the fish on top of the potatoes. Sprinkle the orange peel and onion on top and add the orange juice, wine, and olive olive oil. Close up the paper over the fish and seal tightly.
